Compact watchlist for insider code-P purchase clusters. The page works from static JSON now, and adds D1 memory when the EP Signal Archive Worker API is deployed.
D1 memory API: not checked yet. Static JSON is the fallback source.
Language guard: SEC code P means open-market or private purchase. Pre-planned-plan wording is simplified for readability, while the raw audit fields remain in the JSON/D1 tables.
